Pulp and Paper Science and Technology Key Laboratory Team Manages Laboratory Operation Management Methods
Article 1 These Measures are formulated for the purpose of standardizing and strengthening the construction and operation management of the Key Laboratory of Pulp and Paper Science and Technology (hereinafter referred to as the Laboratory).
The second laboratory shall set up the Key Laboratory of Pulp and Paper Science and Technology and the Team Co-management Laboratory (hereinafter referred to as the “Common Laboratory”) by referring to the current situation of the paper-making discipline team according to the setting direction of independent research key issues and the research direction of the laboratory. .
Article 3 Co-management laboratories are mainly used for the placement of equipment purchased by each team. The laboratory allows each team to place small-scale equipment purchased by the team. All personnel entering the laboratory must abide by the laboratory's rules and regulations and obey the unified management of the laboratory.
Article 4 Each team shall jointly manage the equipment purchased in the laboratory and the equipment purchased shall be open to the subject, the college and the teachers and students of the school, and the laboratory shall be responsible for unified charges.
Article 5 Each co-management laboratory will be the team leader responsible for the first person responsible for the laboratory. Responsible for the management of teachers and students in the team's entrants' work; responsible for the management and maintenance of instruments and equipment in their laboratories; responsible for organizing personnel's daily cleansing work in the co-laboratory laboratories and maintaining internal cleanliness and hygiene; responsible for their own co-management laboratories Fire safety and so on. Laboratory-designated laboratory managers assist in the management of co-managed laboratories.
Article 6 The equipment in the co-management laboratory that originally belonged to the laboratory's public platform was still managed by the laboratory experiment management personnel.
Article 7 The apparatus and equipment purchased by the original cohorts used by the co-management laboratories shall be charged uniformly by the laboratory. Each team will set up a “Payment Record Book” separately, and the management personnel shall register fees and be responsible for the corresponding “experiment”. Room credit card do a good deduction fee records. Each team will do statistics once every six months to report the bottom sheet and summary situation to the laboratory. After being verified by the laboratory, the fees will be returned to each team and used by each team. Correspondingly, the operation and maintenance costs of the large-scale instrument and equipment managed by the team are borne by each team, including consumables, parts replacement, and maintenance fees.
Article 8 The laboratory will collect water and electricity fees of 10,000 yuan per year from the laboratories of all teams (the laboratories will no longer collect utility fees), and will be deducted from the test fees collected by the teams. If the test fees are not enough, then the cost will be reduced. The team’s bonus funds are deducted.
Article 9 In order to ensure the normal operation of the laboratory, the laboratory requires each team to handle all types of emergencies in a timely and effective manner. If the public equipment managed by the team fails or is damaged, the team responsible for management and maintenance must report the situation to the laboratory in a timely manner and be responsible for repairs within the deadline. The maintenance period for domestic equipment is 1 month and the import equipment is 3 months. If there is any difficulty in the diagnosis of equipment failure or a long maintenance period, report it to the laboratory and handle it as appropriate. If the teams fail to repair the equipment on schedule, the laboratory will unconditionally recover the equipment and incorporate it into the laboratory's public platform. The laboratory will be responsible for unified management.
Article 10 The present Measures shall come into force as of the date of promulgation.
