Management of toxic and hazardous substances



In order to further standardize and strengthen the safety management of chemical dangerous goods in the laboratory, prevent accidents, ensure the safety of laboratory work and experimental personnel's life and property, and ensure the normal teaching and scientific research order of the laboratory, according to the Regulations on the Administration of Dangerous Chemicals Safety of the State. The relevant regulations, combined with the actual conditions of the laboratory, have specifically formulated the present Measures.

First. Scope of application: All units and individuals that store and use chemical dangerous goods in key laboratories must abide by these Measures.

Second. the range of chemical dangerous goods: chemical hazards refers to explosive, flammable, highly toxic, corrosive, radioactive, precursor poisons and strong oxidation reagents and compressed, liquefied gas. Classification of chemical dangerous goods:

1, explosives: such as nitroglycerin, picric acid, etc.;

2, oxidants: such as sodium chloride, nitric acid, perchloric acid, etc.;

3, compressed and liquefied gas: such as oxygen, hydrogen, chlorine, etc.;

4, spontaneous combustion items: such as yellow phosphorus, nitrocellulose, etc.;

5, water burning items: such as metal sodium, calcium carbide, etc.;

6, flammable liquids: such as ether, gasoline, etc.;

7, flammable solids: such as red phosphorus, iron powder, sulfur, etc.;

8. Poisonous articles such as cyanide and arsenide;

9, corrosion items: such as strong acid, bromine, sodium chloride, formaldehyde, etc.;

10. Radioactive articles: such as uranium, thorium, metal compounds and their products;

11, precursor chemicals: acetic anhydride, etc.;

Third, the procurement of chemical dangerous goods: Dangerous goods must be strictly according to need, according to plans to purchase. The procurement of chemical dangerous goods shall be in accordance with the provisions of the “Interim Measures for Purchasing Chemical Dangerous Goods Certificates” approved by the State Council, and shall obtain the purchase certificate according to the formalities, and purchase it from the operating dangerous chemicals company.

Fourth, the lifting of hazardous chemicals:

1. Shipment of chemical dangerous goods should strictly comply with the relevant provisions of the public security department and the transportation department to handle various transportation procedures. Care must be taken during shipment to prevent vibration, impact, friction, pressure and dumping. When loading and unloading cylinders, the bottles must be tightened, lightly loaded and unloaded to prevent collisions, and necessary protective equipment must be provided for transportation.

2. The transportation of dangerous chemicals vehicles shall comply with the requirements for the shipment of chemical dangerous goods. The vehicle shall hang the signs of dangerous goods. No fireworks shall be allowed on the vehicles to ensure the safety of people and property.

3. Chemical dangerous goods that are in conflict with each other cannot be shipped at the same time (such as hydrogen and oxygen). Combustibles, grease, or oily items must not be shipped together with oxygen cylinders and strong oxidants.

4. It is forbidden to carry dangerous chemicals with you on public transport.

Fifth. Management of Chemical Dangerous Goods

1. Chemical dangerous goods must be stored in special warehouses, special sites or special storage rooms (cabinets) with complete conditions. They should comply with relevant safety regulations and be provided with appropriate ventilation, explosion-proof, pressure relief, and fire protection according to the type and nature of the articles. , lightning protection, alarm, fire extinguishing, sun protection, humidity control, static elimination, protection of dike and other safety facilities, and special management. The following items should be noted in the management of dangerous goods:

(1) Chemical dangerous goods shall be classified and stored in separate items, and the main channel between the stacks shall reach the prescribed safety distance and shall not be stored in excess.

(2) Chemical hazards that are prone to burning, explosions, or toxic gases in the event of exposure to moisture shall not be stored in open, wet, leaky, or low-lying areas.

(3) Chemical dangerous goods that are liable to burn, explode, or produce toxic gases when exposed to sunlight, and flammable liquids and gases such as cans and cans should be stored in a cool, ventilated location.

(4) Chemical hazards that are chemically resistant or fire-retardant or that are in conflict with one another must not be stored in the same warehouse or in the same storage room.

(5) Cylinders containing compressed gas (very toxic, flammable, explosive, corrosive, and combustion-supporting) must undergo technical inspection on schedule: cylinders containing corrosive gases are to be inspected every two years; cylinders containing general gases must be inspected. , inspection once every three years; gas cylinders containing inert gas, tested once every five years. When cylinders are found to be heavily corroded or damaged during use, they should be tested in advance.

(6) Regular inspection should be conducted on the storage location and chemical dangerous goods. Unsafe hidden dangers should be eliminated in time to prevent spontaneous combustion and explosion accidents caused by metamorphic decomposition.

2. For highly toxic chemical reagents and medicines, the use of each laboratory in each unit should be based on specific needs. Accurately calculate the dosage. It must be used once a day and it is prohibited to store it in the laboratory.

3. The management personnel of chemical dangerous goods warehouses must strictly abide by the storage and warehousing management system. The examination and approval procedures must be completed before they can be issued, so that the “double” can be collected, and “double” use, and the use of registration and consumption records must be strictly implemented. According to the management regulations, double locks should be properly kept.

Sixth, the use of chemical dangerous goods

1. For personnel using dangerous goods, all units must regularly conduct safety education and safe operation methods. Especially when students are using dangerous goods, teachers should give detailed instructions, teach safe methods of operation, and take necessary safety precautions.

2. Teachers and students should record the amount of use when using highly toxic chemicals. The experiment should be conducted under good ventilation conditions.

3. The exhaust gas, waste liquid, waste residue, etc. during the process of using chemical dangerous goods cannot be directly poured into the sewer, and should be purified and discharged only when they comply with the discharge standards stipulated by the environmental protection department.

4. Chemicals used as excessive or ineffective shall not be handled arbitrarily, and must be sealed and returned in a timely manner to chemical dangerous goods warehouses. After being approved by the college (Ministry, Center), strict measures shall be taken and the environmental protection and other relevant departments shall be allowed to handle them properly.


The present Measures shall be implemented as of the date of promulgation and the laboratory shall be responsible for the interpretation.
