Chapter 1 General
Article 1 According to the relevant provisions of the “Provisional Measures for the Construction and Management of Key Laboratories for Colleges and Universities” of the Ministry of Education, in order to promote the construction of key laboratory disciplines and strengthen the openness and exchanges with domestic and foreign counterparts, the Ministry of Education shall establish a special department of pulp and paper science and technology. / Key Laboratory of Shandong Province Open Fund.
Article 2 Pulp and Paper Science and Technology Ministry of Education / Key Laboratory of Shandong Province Open Fund encourages outstanding scholars at home and abroad to carry out high-level research in the frontier areas of science and technology, and supports the research of interdisciplinary and new ideas, new concepts, and new technologies. , development and application. Funding projects related to key research directions of the Ministry of Education and Pulp and Paper Science and Technology/Key Laboratory of Shandong Province, researchers of institutions of higher learning, research institutions, and enterprises and institutions in the country can apply for “Open Fund Projects” developed in this laboratory. In the course of reviewing and approving the application issues within the scope of the Guidelines, the research committee of the Pulp and Paper Science and Technology Ministry of Education / Shandong Provincial Key Laboratory Academic Committee approved the research work. You can also participate in the collaborative research of the current related topics in this laboratory.
Article 3 The funding for the open fund of the Ministry of Education for Pulp and Paper Science and Technology/Key Laboratory of Shandong Province comes from the construction fund of key laboratories.
Chapter II Application and Approval of Open Funds
Article 4 Application Procedures for Open Research Funds:
(1) Applicants shall fill in the Application Form of Pulp and Paper Science and Technology Ministry of Education/Key Laboratory of Shandong Province Open Fund (in duplicate) according to the Open Fund Project Application Guidelines of this laboratory. .
(2) School technical personnel with off-campus technical personnel or senior professional titles with high titles may apply directly. Out-of-school scientific and technical personnel who are highly qualified and doctoral students who are currently on the go can't apply for this fund. Other scientific and technical personnel need a scientific and technical personnel with senior professional titles. Recommend or participate in the research group, in-service doctoral students (out-of-school personnel with high-professional titles or senior-level school staff) can apply from the original unit.
(3) Each year, academic academic committee meetings are held to review fund projects. According to the principles of preferential funding, the approved projects and amounts are approved and a notice of approval is issued.
Article 5 This laboratory accepts research projects funded by domestic researchers. After being approved by the laboratory director, the laboratory will be included in the work plan of this laboratory. It will provide convenient conditions for the use of the instrument and enjoy preferential treatment for the charge standard.
Chapter III Project and Results Management
Article VI Academic Committee approved funding research topic with the approval of the director of the Laboratory, a key construction spending from the funds laboratory. According to the relevant regulations of key laboratories, 70% of the funding is transferred to the applicant’s unit. The remaining funds are used by the research team members of the applicant or applicant to conduct research work in key laboratories. Its uses include analysis and testing in the room, purchase of reagents and consumables, and data copying. Guest accommodations and round-trip travel expenses (including intra-city transportation expenses) during the research work of the open-fund project conducted by the guest in this laboratory may be disbursed from the open fund. After the project is completed, the remaining funds can still be used for 6 months.
Article 7 After the subject approved by the Academic Committee, the applicant shall submit a detailed research plan and budget for funding in accordance with the approved funding amount and the study deadline.
Article 8 The director of a laboratory has the right to adjust, suspend, or cancel issues that cannot achieve the objectives of the original plan.
After Article IX funded project must be submitted to the laboratory the following information: (1) research summary; (2) copies of published academic papers and other results; (3) work in a variety of original technical files and directories List.
Article 10 The instruments and equipment purchased using open funds and the experimental apparatus for processing shall be owned by the laboratory, and the remaining funds may be used as test fees for applicants to use instruments and equipment in the future. Bring their own projects and funds to the laboratory workers, but also to the original records and copies of papers, etc. to key laboratories archived.
Article 11 The results of the open project shall be shared by the Ministry of Education for Pulp and Paper, the Key Laboratory of Shandong Province and the unit of the author. Other achievements such as patents, economic benefits, etc. obtained in this open project must be reported to the laboratory truthfully.
Article 12 All the papers or other results obtained under the funding of the open project must be clearly marked with the “Project of the Pulp and Paper Science and Technology Ministry of Education/Key Laboratory of Shandong Province Open Fund (Project Number: ****) In English, the words The Project Supported by the Foundation (No. ****) of Key Laboratory of Pulp and Paper Science and Technology of Ministry of Education/Shandong Province of China are used to identify and report achievements. Must also make the same mark.
